Pre budget 2015-16 consultation workshop

SIBI(PPI): Consultation with people t grassroots level about budget is important step towards answerable and transparent process. It would be helpful in resolution of their problems. Planning as a result of pointation of problems of people with their consultation and their priorities would minimize problems.
These views were expressed by Commissioner Sibi Division Ghulam Ali Baloch while addressing one day workshop jointly organised by Governance Support Project, P&D Department, Finance Department and Women University here Thursday.
Commissioner Sibi division said we have to increase financial resources at every level so that requirements are available. At the same time it is also necessary we should complete process of development by planning according to financial position.
He called upon government organisations to mobilise available facilities in a better way for use of people so that there is less financial burden on the government and resources are utilised correctly. .
He said we all have to work jointly for resolving problems of Sibi. He said sources of income are needed for new projects. In the previous times Municipal Committee received rents of shops and system of octroi to resolve its local problems. He said recovery of tax on ret and bajri has been given to mineral Department. It has deprived local maniacal committee. Mineral Department collects tax on coal mined in Harnai and Kohlu but no tax is realized on ret and bajri. Government should authorise municipal committee to realize this tax for development.
Commisisoner Sibi said instead of utilisng resources on new schemes, let over schemes should be completed for the benefit of people. He said various projects were underway in Sibi Division at a cost of Rupees 12.5 billion. Of this Rupees 10 billion are being spent on Dera Bugti-Kachhi Canal which would irrigate over 100, 000 acres of land providing employment avenues to the local people and new era of progress and prosperity would being. Rupees 1873.74 were being spent on Sibi-Rakhni road . He aid due to non availability of funds and with intervals causes billions of Rupees losses to the government and local people are also deprived of cheap travelling facilities. He said Work on Sibi-Rakhni road was underway speedily while work on schools, health and other important facilities was underway in Sibi, Kohlu, Ziarat, Harnai and Dera Bugti. He said 38 water schemes are incomplete in Sibi Division if complete besides supply of drinking water lands can also be cultivated bringing prosperity to the people.
He said at the coming federal budget including development projects of Sibi would start new era of prosperity in the division.
He said today?s seminar is not less than a blessing. Elected representatives and people should put forth such suggestions which are in the interest of Sibi. We hope that today?s decision would give us fruit in the coming days.
